Road Closing Permit Instruction
For parades, block parties, road rallies & construction detours

The following paperwork is needed in order to apply for a Road Closing Permit:

1. Road Closing Permit Application

2. Certificate and Notice to Close a Road

3. Proof of Insurance

  • Please provide a valid Certificate of Liability Insurance listing the Town
    of Clarkstown as an Additional Insured and Certificate Holder as respects to General Liability coverage, in the amount of not less than $1,000,000 each occurrence. When applicable, please provide proof of statutorily required Workers Compensation and NY State Disability Coverage.

4. Hold Harmless Agreement

  • Must be signed and notarized.

5. Mail or hand-deliver all of the above to the Clarkstown Highway Department for approval.

6. Approved permit notification will be forwarded to the Supervisor’s Office,Clarkstown Police, School District, Mini Trans, 44 Control and Town Clerk’s Office.

Road Opening Permit Instructions & Town Code
For construction in roads, right-of-ways, driveways and drainage structures

1. Road Opening Permit Application
• Three (3) copies of the application must be completed, signed and returned to the Highway Department.

2. Proof of Insurance
• The Town of Clarkstown must be listed as Additional Insured as respects General Liability. (See the “Town of Clarkstown, New York Insurance Requirements for All Contractors” sheet.)

3. Hold Harmless Agreement
• Must be signed and notarized.

4. Receipt for deposit
• A deposit in the form of a certified check for $1,000.00, made payable to “Town of Clarkstown”.

5. There is a $200 application/first inspection fee ($100 for each additional inspection if required). Make check payable to “Town of Clarkstown”.

6. Familiarize yourself with the attached Town Code, Article II: Openings,Excavations and Pavement Cuts, § 250-8 – § 250-41.

7. Mail or hand-deliver all of the above to the Clarkstown Highway Department for approval.

(A) Driveway specifications are attached for your convenience.
(B) Road opening and drainage tie-in construction specifications are
determined at time of approval.

The following paperwork is needed in order to apply for a Road Opening Permit:

ROAD OPENING PERMIT INSTRUCTIONS & TOWN CODE
For construction in roads & right-of-ways

1. Road Opening Permit Application
• Three (3) copies of the application must be completed, signed and returned to the Highway Department.
• The Road Opening Permit Application is a downloadable form with fields that can be filled in on the computer, provided that you have an updated version of Adobe Acrobat.

2. Familiarize yourself with the attached Town Code, Article II: Openings, Excavations and Pavement Cuts, § 250-8 – § 250-41.

3. Mail or hand-deliver all of the above to the Clarkstown Highway Department for approval.

4. You will be mailed an invoice for each permit submitted. There is a $200 application/first inspection fee ($100 for each additional inspection if required). Make check payable to “Town of Clarkstown
