The Town of Clarkstown’s Purchasing Department is overseen by the Authorized Purchasing Agent. The primary mission of the department is to procure goods and services for the various Town departments and agencies at the lowest overall cost to the Town.
Various methods are utilized to accomplish this objective including: formal competitive bidding, informal competitive proposals, or informal direct purchase.
To make a purchase a Town department or agency forwards a purchase requisition to the Purchasing Department. The Authorized Purchasing Agent reviews each request for:
Possible alternative to requested item
Availability on either existing State, or County, or Town contract
Soliciting of either competitive proposals or formal competitive bidding, depending upon total cost of item(s). In New York State, formal competitive bidding is required on all commodities, which exceed $20,000 in expenditure in a fiscal year and $35,000 on public works jobs.
Proposals received whether from formal competitive bidding or informal competitive proposal, are evaluated based upon overall cost and suitability, in satisfying the needs of the Town. It is our objective to solicit quotes or formal bids from any and all interested potential suppliers of any particular product or service.
